IPMI over LAN/DCMI is supported by all iLOs for free. As are several other features. Some specific features like KVM over IPMI (iLO Remote Console) are not included with Rack and Tower servers but are included with blades. As said, you do get KVM before and during POST, but not after the OS loads. So you can configure BIOS and F8 the array controller, but have to use RDP or VNC from there. There is a trial license that's like 30 days that I tell customers to use to get their OS all loaded and dialed in and by the time it runs out you usually have alternate access methods. There is an 'iLO Essentials' license that is WAY cheaper than iLO Advanced that includes Remote Console and some other SMB type features.
I would also recommend getting them/you an HP Passport account and turning on iLO Insight Online Direct or whatever it's called. The machine will phone home if there is a failed component under warranty and open a case automatically. So any R or T box that is 6 or higher (6XX 7XX 8XX 9XX) has an express for free, this is a shared port that doesn't have iKVM or virtual media but does do basic monitoring and power control.
